New details have emerged from the SPAK investigation file for the approximately 700 thousand euro tender of the Albanian Electric Power Corporation (KESH), where according to the prosecution, communications obtained during the investigation shed light on the coordination of the former head of KESH Ervis Berberi, official Adela Ruko and businessman Dritan Dakoli, with the aim of favoring Ervis Myftari’s company in the procurement procedure.
According to SPAK, Dritan Dakoli, a shareholder of the company “Euronet”, maintained constant contact with Berberi during the tender process. Investigations show that Dakoli and the winner of the procedure, Ervis Myftari, had an early working relationship, while the connections between them also extend to the activities of the companies they represent.
From the communications administered in the file, it appears that on January 23, 2020, Adela Ruko informed Ervis Berberi that the winner of the tender would be announced that day, while also asking the winning company to prepare the documentation and contract security for signing. A few minutes later, Berberi forwarded this information to Dritan Dakoli, asking him to get ready to sign the contract.
Excerpt from the SPAK file:
On 23.01.2020, at 08:27, citizen Adela Ruko sent a message to Ervis Berberi with the following content:
“Babe, the winner for Harvard is announced today.”
Ervis Berberi replied: “OK.”
Afterwards, Ruko sent him another message, which read:
“Tell them to have all the documentation entered into the system, along with the contract insurance, so that when I tell them to come and bring it so we can sign the contract.”
Ervis Berberi replied:
“Don’t worry, they have them.”
Further, Adela Ruko also asked for the bank account number and IBAN.
At 1:05 PM, Ervis Berberi sent a message to Dritan Dakol with the following content:
“Harvard’s announcement comes out today. Get the papers ready to sign the contract.”
Dakoli replied:
“OK brother. Shall we have coffee tomorrow?”
The next day, on 24.01.2020, at 08:49, Adela Ruko sent a message to Ervis Berberi:
“Tell them to bring the documents and contract insurance today, those from Harvard.”
The barber replied:
“OK, they’ll come.”
At 08:50, Ervis Berberi forwarded this message to Dritan Dakol, who responded:
“Hahaha, us Harvard kids. OK, sure. Bro, give me a contact number.”
On 25.01.2020, at 10:47, Dritan Dakoli wrote to Ervis Berberi:
“Viso, okay? Will Harvard have an advance?”
The barber replied:
“That he has yet to share.”
Afterwards, Dakoli wrote:
“They want the money to start working. They got used to that village contract. There’s a 50% down payment.”
Ervis Berberi replied:
“It’s just not the point.”
Further, Dakoli wrote:
“As long as it is within the law.”
Regarding the economic operator “Consulting & Management Albania” sh.pk, which was declared the winner of the procurement procedure, the investigation has yielded interesting data.
The company “Consulting & Management Albania” sh.pk was established on 19.09.2008. At the time of the procurement procedure, its shareholders were citizens Ervis Myftari, with 66% of the shares, and Skënder Bedalli, with 34% of the shares.
According to the investigation data, Ervis Myftari was employed by the company “R&T” sh.pk for the period 14.07.2017–15.08.2022.
Meanwhile, Dritan Dakoli appears to have been employed by this company since 01.11.2011.
Dakoli is also a shareholder of the company “Euronet” sh.pk since 19.06.2019.
This company has declared in the C@TS tax administration system the email address “e_myftari@yahoo.com”. The same email address has also been declared by the company “Calypso Group Limited” sh.pk, whose administrator and owner turns out to be citizen Ervis Myftari.
